Innovation in Europe - A review of 11 studies of innovation policy and practice
in today’s Europe
This book summarises 11
recently published reports in the ongoing series of Innovation Policy Studies
undertaken by the European Commission’s Directorate-General for Enterprise. All
11 were commissioned to examine topics of current interest or concern to
policy-makers in Europe – to improve understanding of the innovation needs and
behaviors of firms, research institutions and investors, to assess the impacts
of existing policy measures, and to explore opportunities for further policy
intervention. The studies are designed to help regional, national and EU
policy-makers to strengthen Europe’s innovative capacity and competitiveness
through the introduction of effective, well-targeted and mutually reinforcing
legislation and support measures.

Report:
"Innovation Policy in Europe 2004" - the annual policy synthesis report of
the TrendChart initiative managed by the Directorate-General for Enterprise
and Industry.
The report provides an overview of innovation challenges and
policy trends in the 25 European Union Member States, eight Associate and
Accession Countries and three economic zones namely NAFTA, MEDA and ASIA. It
highlights the different key innovation policy challenges in the EU and
provides examples of good policy responses.
As well as providing an overview of innovation policy fields
where good progress has been made towards the Lisbon objective, the report
highlights what remains to be done. It confirms that innovation has become a
matter of high policy priority in many countries and that different
approaches exist to cope with the identified policy challenges. The report
will further stimulate the search for ?best? solutions and encourage
cooperation in the field of innovation policy.

Warns Of Need For Reform Within EU

Europe is in need of more
structural economic reform if plans of enlargement for the European Union
are to succeed, according to Horst Kohler, Managing Director of the
International Monetary Fund (IMF). Mr Kohler added that Europe should not
be complacent about its future despite encouraging signs. "Benefits
systems in Europe are too generous and taxes too high to expect vibrant,
employment-rich growth over the medium term," he said. "Large current
account and fiscal imbalances in many countries (of central Europe)
illustrate their remaining vulnerabilities."
Mr
Kohler, speaking at the opening of an annual East-West conference on
economic transition within central European countries, expressed the view
that EU enlargement would also bring "significant benefits" to everyone.
"I am confident that enlargement will bring significant benefits for old
and new members alike, not least through the expansion of the internal
market," he said. "Moreover, for the accession countries, closer political
and economic integration within Europe offers new sources of capital and
technology."
Ten
additional countries are set to join the EU in May 2004, creating a zone
with a population of 450 million people representing one quarter of the
world's gross domestic product. Mr Kohler warned that it would be
dangerous for the 25 members of the enlarged bloc to stop worrying about
their competitiveness in the global economy: "New centres of growth will
emerge in Asia, where growth has exceeded that of Europe by five
percentage points per year during the last decade ...In this context a
bigger Europe will also need to be a stronger Europe, one that looks
towards the outside world."

Working
conditions in the Acceding and Candidate Countries
A study published
by the European Foundation for the Improvement of Living and Working
Conditions (FEUACVT analyses working conditions in member states and
accession countries. It emphasises that the Enlargement countries are ahead
of the Fifteen in terms of the percentage of women occupying positions of
responsibility in companies (37 % versus 34 ).

The
Competitiveness Council approved a "partial general approach" on FP7
The Competitiveness Council of 28 and 29 November 2005 debated over the 7th
Research Framework Programme (FP7), the research and innovation performance
and the European Space Policy.
The main result of the council was the approval of a "partial general
approach" on the FP7 for research and technological development. This is a
way of fixing Council discussions on non-budgetary elements that are linked
to the pending negotiation on the financial perspective for the period
2007-2013. This approach will provide a solid base for future discussions
and it is focused on the adequate support for SMEs participation in research
projects and the implementation arrangements of the future European research
council (ERC).

Council highlighted the importance of improving Europe's research,
technology transfer and innovation performance by the means of many
initiatives such as to overcome regulatory obstacles to new technologies and
innovation, to strengthen the support services on intellectual property (IP)
or to improve the career perspectives for researchers across the EU.
